It happens when the persons have notion of consequences in terms of damage. Damages include all kinds of suffering.
Notion of consequences implies knowledge about the issue. The knowledge must be right. It must be prove  knowledge. The equity principle is based on consequences principle, because everyone will think in the gain notion.
 The technologic world implies persons with high scholar level. That persons knowledge is strongly related with technologic experience.
A world without notion of consequences is a complete suicidal world.
If you want a target, you must attack who has the blame of all bad and negative things. Anders Breivik destroyed his own life attacking innocent people.
That’s pure notion of reality. A notion is a building that can be built. You must be humble. You must understand the others.
 The man is a rational animal. Why?
 He/she has premeditated thinking.

 Are you worried?
 It is the most important law of power at all. No reason to blame you. It works as a protection. It is some kind of defence who people have. So, no problems with the police and the army. The life is not a movie. The most premeditated reasoning is to avoid get in movies.
